Corrected the border between Austrian/Czechoslovak Silesia and Prussian Silesia in several places before 1945 (dates unknown but post-WW2); fixed several relations; removed several dupliated ways/nodes

Changed several relations to use the "main" Poland-Silesia border ways. Also added small areas near and around Imielin to Poland-Lithuania (gifted by Opava-Ratibor to Bishops of Kraków in 1391; remained apart from Silesia until 3rd partition).

Improved Brandenburg-Saxony border some more. Completed Holy Roman Empire relation for 1797-1806. (Much more work is needed to go back further; as it is Görz is anachronistic.)

Restored correct historical borders of (East) Prussia (those border changes didn't happen until some point after WWII). Ways were recovered from local copies (they've been reused so there is no history – they were created by Myrra in changeset 82043).
