Modified tags, added a node denoting the middle of the settlement, andadded a boundary relation.

Added Ballast Island Harbor, modified the island

Added footpaths and buildings and piers to Ballast Island.

Removed all historical data; I am going to work from the present-day data to the past instead of vice versa. Not done!
