Improved western and southern borders of Kraków/Krakau

Improved northern border of Kraków/Krakau and added Krakauer Kreis (1846-1860). Fixed Austrian Empire relations and added Dalmatia and Lombardy-Venetia to them; also fixed Galicia 1846-1918. Tweaked Austrian Empire/Austria-Hungary labels and a few dates.

Fixed some Bavaria relations, added the Rheinkreis/Pfalz, added labels to the various itterations of Bavaria and specified date for the transition from the Kingdom to the People's State of Bavaria

Added Unterwesterwaldkreis and Kreis Westerburg (1886-1932)

Fixed Belgium (1830-1839) relation and moved node 2090855885 back to (approximately) the right position (seems to have been accidentally moved in changeset #76889)

Added a few roads and settlement labels around the Dreifelder Weiher

Added various forms of the highway between Korbach and Flechtdorf (today L3076) plus some adjoining roads (such as K77) etc. Unfortunately I couldn't find a date for the transition to the modern path (I couldn't find detailed maps from much past WWII)
