Implemented Plöner Vertrag on Oldenburg/Fsm. Lübeck and Holstein (excluding the may exclaves that existed beforehand). Added some Hamburg enclaves as "inner" ways to Holstein. Extended Saxe-Lauenburg back to 1814.

Added relations for Fürstentum/Landesteil Lübeck, added labels to it and to Birkenfeld and added both as subareas of Oldenburg. Added Freie und Hansestadt Lübeck 1815-1867 and extended the level-4 version to 1937. Added labels to Lübeck.
